A sanctions listing attaches to a vessel by IMO number. It follows the hull through sale and renaming, which is precisely why the number matters more than the name.
Most listed vessels are absent from this register, and the reason is structural rather than editorial: they do not call at European ports, so they file no emissions return and there is nothing to publish. The right-hand column below shows that gap per programme rather than hiding it.
